European cloud services. Are they different?

How many European cloud services are there, which do not use any U.S. Software. Thus, U.S. authorities do not have access to any data of the cloud service. The marketing agency next door at the office block where I work uses a cloud of Fabasoft, which declares themselves as kind of swiss bank for your files in their cloud. Are there various European cloud services which separate themselves from U.S. clouds?
